Grabbed a few older videos with some perplexing issues... I'd like to get the best possible result.

This was using VLC, I suspect that the beta VLC is not utilizing hardware...
Dharma B4 Win 7/64 just loafing. ATI 5770 all set for hardware decoding.
Well got rid of the block images just by changing the video setting DXVA2
guess the graphic card driver driver is the culprit.

Anyone: is there settings of this GFX card that change this behaviour?

Not to sound like a n00b, but how would I re-encode? I am having this issue as well, though not on an ATI card.

There is an app called Handbrake that does a pretty good job of encoding. See http://handbrake.fr/.

Video encoding is a fearsomely complex business, but Handbrake does a pretty good job of making it easy.
