So you're on Windows... I think the latest discussion here showed that some had luck removing the quotes. Well, of course, whatever works best for you. At least for Linux I can say the quotes don't hurt.
I'm not sure I got your last question right, but it absolutely makes no difference at all which file extension you're trying to add - the only requirement is that the whole command line (eg. "psxfin.exe -f game.iso" or "fusion.exe -xyz game.zip") has to be right. You can verify the right command line yourself by testing the command in the Windows Command Prompt.
