It could be a good idea to add the possibility to share this launchers.xml file between different client machine. But it is not so easy. For example if you have different OS Client (Windows, Linux, Mac), all the launchers/emulators setup will not be the same. Also clients are not inevitably want to organize their database into the same manner. So... not so easy...
BTW, if you want to share the launchers.xml file between different client machine, actually you can copy/paste it from one client to another and then fix all the included path to works on the new client machine. This could be made easily by creating an automatic script.
