ISTM a couple things would be needed.
1. The installers (for windows NSIS, don't know other platforms) would need to be localized. I think this can be done for NSIS, but takes some work (plus, need the .po translations for the installer UI).
2. Still the problem of deploying the Kodi language file. To keep file size reasonable, maybe deploy a "bootstrap" version of the language files (along with complete eng_GB) that would allow on first run, download of the complete applicable language addon derived from the locale determined at install time.
So a user would run the installer and see his/her system language during the install, then when starting Kodi see enough of the gui in that language until the full language addon is installed, always with the option selecting English to get going right away.

Or the user could just install the default English version and then add their own language. It's not rocket science.
Although it's in the wiki, perhaps a first run popup reminding people to install their language pack might help those who don't like reading documentation.
