you changed locations for some of the controls, im trying to find them all to reapply my mods to the omega skin

thank you, that is not going to achieve what im going for, in the photo below circled in red when the player controls are not visable like in the photo i would like the entire circled layout incluting the background to slide down to fill the space where the controls would appear, then when to controls are called the entire section slides up to reveal the player controls

What you've shown above is the (extended) seek bar. This is different to the OSD navigation control which will shown on <enter> and fade out automatically together with the seek bar. If you want to change this behaviour you'll have to modify a big bunch of code in Includes.xml (include name "OSDWithInfo", "OSDWithoutInfo"). Good luck!
