probably arial sans or similar - i tried to identify with font squirrel, on my screen Museo Sans Cyrillic seems close
i doubt a non-free font was used but its possible

it certainly does seem to be a match, you will have to play with the sizing
a font was used to create the text within the png, pretty certain that font is whats being asked for so custom ones can be made

I think it's very likely those flags date from Estuary v1 (which never made it into a released version of Kodi) when Lato was the skin font.
