I want to convert my addons on Kodi installed on my Windows 10 PC so I can transfer them to an Android box- apk format. Is this possible ? and if so, is there any app ?[/size]

Of course it's possible, most of the add-ons are open source code and a simple re-compile of the source for Android is all it will take as long as the dependencies and modifications for Android o/s be respected. Simple solution and work-around would be to make a list and just re-install.
