I have finally fixed the problem. After I disabled "Enable demuxing MPEG-TS" in the Advanced config setting of the addon, the live tv time skipping works as advertised.

I guess I'm trying to find out how I get the API version to 1.9.6. I've tried following the guide here: http://kodi.wiki/view/PVR/Backend/MythTV...FromSource but with no luck - to be fair, I'm not sure which version on Kodi I'm running so tried the 3 different options; gotham, helix and doityourself but none of them worked.
According to Kodi system summary I'm running Ubuntu 14.10 (kernel: Linux 3.16.0.34-generic)
