Is this a good choice to test a new htpc is functioning correctly , test memory before installing Windows 7?

Never did sth like that with a pc I build if you want to use Windows install Windows.
If something istn working like it should you should see it while booting or you can fix it after you installed Win7.

If you're concerned about memory issue, I think the Ubuntu live CD has memcheck on it. Most people only really use that if they suspect there's a problem, or they're overclocking. If neither applies to you, I wouldn't worry about it.
