I have an old desktop that currently has PCI Express 1.0 x16 that has a 7600GT hooked up. It is not able to do even 720p h264 (no hardware decode).

I am thinking about getting a cheap GT210 or maybe a GT520 (3D support might be nice for the future) but they are all PCI Express 2.0 x16.

I guess 2.0 is backwards compatible with 1.0, but 1.0 has half the bandwidth. Do you guys have experience running these cards at 1.0 x16? What kind of performance should I expect?

I had a Gt210 on an old dell with 1.0x16.... no problems. 1080P flawless....
