Is Pulse-Eight still the go-to source for PVR builds (for Ubuntu in general/XBMCBuntu specifically)?

I was looking for a way to update the release XBMCBuntu to include PVR support but Pulse-Eight is still out of date; using an older pre build from what I can tell. Do I just need to wait until they update, or is there another way to get PVR support?

Nope, just have to wait for them to upgrade. I find that they've been a day or two behind the RC's, so I assume the same will hold true for the release version.

I am currently using the ppa:alexandr-surkov/xbmc-pvr source on XBMCbuntu. It seems quite stable.
What is the difference with the Pulse-Eight source?

The Pulse-Eight source is the one linked to by dushmaniac, one of the official XBMC-PVR developers. I'm not sure about the one you're using. It's probably just the Pulse-Eight git compiled on other machines.
