I have a multi system XBMC setup with a PC as the primary running mysql and a few other tools. everything is working fine at the moment but I'm trying to figure out the best skin to use for my setup. I don't intend to watch anything on this system, i usually only RDP to it for management purposes.

What would be the most minimal, no frills skin that would allow for viewing/updating the library?

Check out nBox. It's very minimal, but stylish.

"Bello" is a beautiful, light skin. Version 1.0 is on the official XBMC repository, but you can download version 1.5.1 beta here and install using the zip file.

A: RPi3 - LibreELEC - Rapier - CinemaVision - Yatse (Theater)
B: RPi2 - LibreELEC - Rapier - CEC Remote (Guest Room)
C: Zotac ND22 - LibreELEC - Rapier - Yatse (Master Bedroom)
Server: Odroid C2 + DietPi + 2 x 8TB HDDs + 4 x DLink DHP-701AV
