Best video card for HTPC (video quality, passive cooling, low profile NOT requir

Hello,

I saw article http://www.anandtech.com/show/5969/z...-640-review-/7 that stated that Nvidia GT640 is the best video card for HTPC. But I would like to create HTPC virtual PC based and Nvidia card is not working with VGA Passthrough (for example ATI HD 7750 - works very well) that is why I am looking for best HTPC ATI video card.
It is required:
  • great video quality
  • passive cooling
It is not required:
  • low profile, since real pc will be installed in separated room (wardrobe/dressing room)
Could you please propose what video cards are met the requirements?

Will play HD, don't know if you're planning on 4K already

Has passive cooling, which you require for whatever reason when your machine is in another room

Is LoPro

PLUS it's cheaper than the $150 card you were looking at

This one is passive and has GDDR5: SAPPHIRE Ultimate Radeon HD 6670 1GB 128-bit GDDR5 PCI Express 2.0 x16 HDCP Ready Video Card (100326UL)

I would not get any of the passive GT640s with DDR3, based on the reviews.

If the PC is going to be in a different room, why the need for passive cooling?

It is temporary: right now PC is in the bedroom and it's required that PC should be quite as possible, as soon as PC is relocated PC will extended with additional coolers.
Let me please extend requirements:
4k ready is nice to have
Hardware video decoding should work under linux

I understand that most of all video cards could play 1080p, but question is quality of picture on monitor/tv, for example Screen tearing (http://en.wikipedia.org/wiki/Screen_tearing)...

Cheapest AMD option is a passive 6450. Has UVD 3 which hardware decodes 3D and 4K
