Why is my Ouya faster and more stable than my NUC Celeron?

I know my NUC is USB 2.0, but I picked up a 3.0 USB 16gb flash drive for $10 yesterday, loaded a fresh install of Openelec Intel on it, left the default at 512 (where the last install I set to "0", which was all). It solved the slowness. The NUC runs quite fast now. Everything loads very fast and it streams well.

I went with a 3.0 USB drive because I read a couple articles saying that the 3.0 USB drives, when used on a 2.0 USB port, are still faster than the fastest 2.0 flash drive.

Concerning the initial issue. Debug Log please

The Celeron has a very capable hw decoder, that can even do 1080p at 65Mbit/s - so it looks like a configuration issue.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
