I install Helix on my fire tv and I don't see any pvr add-ons. Is that normal or the issue is on my end? I uninstalled and re-installed three times.

its a bug that will be fixed soon. When https://github.com/xbmc/xbmc/pull/5618 is merged.

This was fixed a few days ago. Just install the latest Beta or nightly build for kodi.
