We used to parse passthrough audio on both the arm and gpu, and the parsing has now been removed on the arm. This had the side effect of shifting the start flag to the second frame after discarding the first.
I've just tried my plan of keeping hold of the start flag when there is an error and that seems to be working.
I'll do a bit more testing, but the fix should appear in a Milhouse build in a day or two.
