Just thought I'd post this in case it might help another user.
Basically, Kodi would scrape new episodes of existing shows, but wouldn't pick up new shows (in new folders).
As it turns out, .nomedia exclusion support has been added to the Windows build in v14, as I had this file in the root of my series folder for when my Android devices would browse the network.
Quick look in the debug file showed the cause, but hope this post saves a little time for anyone else in the same situation.
