How do I change the time out time for player controls on screen? 8-9 seconds is waaaaay too long for controls being on screen after a quick mouse movement...

On most skins you'd probably need to edit the skin .xml files to change this. Some might have a user accessible setting, but off hand I'm not sure which ones. Let me guess, you're using an air mouse?

Normal Logitech mouse on my PC. Im using stock skin, Confluence I think the name is. Whenever I hover over Kodi the controls appear and takes forever do disappear.

That's because Kodi is designed to be used with a remote control and not a mouse.
