What is the "Virtual suspend" feature?
Is available on the Raspberry Pi? Where can it be configured?

(I am using Openelec 5.0.4 - Helix 14.2)

Not officially supported. It is available in Milhouse test builds.
All it does it disables HDMI output when suspend is selected.
Unfortunately suspend (inside Kodi) normally stops CEC, LIRC etc from running, which requires quite a lot of hacks to be able to wake up again.
