I have several video files that are not in the library.

With the guide located at http://kodi.wiki/view/Basic_playlists I created simple playlists, my goal is to randomise playback of those playlists any time I play them.
When I enable the Shuffle function that would enable shuffle for all playlists and I only want that for some.

The functionality is available in Smart Playlists but those can only be used with items in the library.

Is there any way around?

I'm honestly not sure, but I don't think this option exists for basic playlists. It would be a great addition, though.

So the Shuffle Playlist is an all or nothing kind of switch?

Yes, unless we can get a shuffle-specific tag for basic playlists, but that would be a future addition.

Do I need to do something else before this is considered for a future release or is the thread being in this forum enough?

You'll probabaly not like my answer but you either need to convince a dev to code it or submit a patch yourself. And you should probably also know that the music section is not very much in the focus of the devs.
