Best small, low noise Windows box

The reasons for Windows on this box is the ability to dual use it for Kodi and as a music server using foobar2000 and/or iTunes. It needs to be very quiet, have USB 3.0, and ability to output WASAPI over HDMI. I think a Celeron would do just fine. An optical out would be a plus, but probably won't be needed. I see the popular options as a NUC, the Zotac fanless CI320, or possibly the HP stream mini. I will be using this in conjunction with an AV receiver and possibly a USB DAC for the audio, or straight to HDMI.

I have to say a Zotac BI320 running windows 8.1 with bing. since the barebones version is missing the mSATA connector and it allows you to run the OS from an ssd and still add a 2.5" HDD down the road and comes with an optical output built in.
