Is it possible to have two iptv services running at the same time, e.g ARGUS AND SIMPLE CLIENT, but displayed on the skins menu as two different Live Tv sections??

You can run two different backends simultaneously (may be buggy until 7020 (PR) is merged) but there will always be just one "TV" menu entry.
