Update:
Yesterday, I looked to see whether anything might have changed in the past couple weeks on my HTPC. There was an update from Intel for my HD4000 driver.
I rolled back to the prior version of the driver and have not experienced the severe buffering issue since the rollback. I will continue to monitor for any new occurrences, but this does look promising.
