try a different mirror and try to pinpoint the faulty one:

It would help if you would say where you are connecting from.

Try this:
go to http://mirrors.kodi.tv/releases/win32/ en instead of clicking on the release name, click on the details button to the right of it.

It will point you to a page that lists the different mirrors. If I am correct, the top mirror (which you would be directed to) is in trouble, but any of the others should work. Try the second mirror, it should be the second closest.

Then tell me here if this worked and which mirror had the issue. Please verify that clicking the first mirror actually does not work.
