1. there is a way to use native win app like a store app but only on PC.
2. all libs which Kodi uses should support UWP, Kodi shouldn't use deprecated Win32 API. all of this requires a lot of work.

If you want to ask about Kodi in windows store then I can answer that current version of Kodi in windows store was converted by using Desktop Bridge (https://developer.microsoft.com/en-us/wi...es/desktop) and actually is desktop application which isn't pure UWP application and can be installed only on desktops.
