add Default label

what exactly is this ?
at first I thought it was the label id 2. then maybe a sub header but I can't see it aywhere ?
I have added it to my own skin I have rwemoved it from confluence I have read on Git (wich only added to the confusion)
I cant find it
what is the label "header" wouldent that be id 2 ?

this label will be used as a settings group header.

It will appear in the default grouplist of settings eg 'Skin based settings' and 'RSS news' in the example image.

Yeah that was my assumption too, but changed my mind when it wasent preset in confluence and I couldent get to show up myself
