Would it be possible to force kodi to update library after a new video file is added to the videos folder ?

This will do it. But sometimes this addon can cause issues. So try it and look if it works fine for you.

Alternative to the add-on

System/Settings/Video/Library/Update Library on Startup (Using Confluence skin - other skins might use different naming)

Providing the file is added to the source folder already identified to Kodi and the naming convention is recognised - files will be added automatically on start-up.
