I'm not the only one with this problem. (See posts in DVBLink PVR Forum and on DVBLogics own Kodi Forum)

How to address this issue? Are my supplied information enough for analyzing the issue? What have I done wrong?

The Android team is me, and I don't use PVR
Did you try posting in the PVR section? Are you sure it's an android-only issue?

I also had this issue with Windows KODI 15.x on OpenElec and Windows, so I assume it is a general KODI Problem.
The Maintainer of the PVR Addon (DVBLogic) told me, that it seems to be an issue with KODI. I can no proof it.

What DAB tuner are you using in Kodi? I'm not aware of significant DAB support.

There's a lot of DVB radio, broadcast using DVB-T, DVB-C and DVB-S alongside TV services, and PVR servers like TV Headend work OK with it. However I'm not aware of much DAB support (either in Kodi or PVR servers)

(DAB and DVB are very different broadcast standards - both of which carry radio services in Europe)

I'm using the DVBLink TV Backend which also provides radio services from Sat and Cable. Please see my signature for Hardware setup. So I think it's DVB Radio service then. (I thought DVB is Digital VIDEO Broadcast where DAB is audio on that way)

Up to KODI 14.x everything worked as expected, since introducing 15.x it broke up. For me, it seems to be a caching issue. Depending on the bitrate of the radio station, stuttering is more or less frequent. Maybe Kodi is not aware of different bitrates in that case?

Log is showing these warnings/ errors:

Other users are able to solve this problem temporarily by pausing the stream some seconds and resuming it. This sometimes also works for me but not always. But I think this can not be the final solution.
