Question is, give 2nd gen Fire TV box only does 4K@30 (vs. 60), and I believe just 8-bit (vs 10), will it make much of a difference in PQ?

Have a feeling the 3rd gen box will do 4K@60 and 10-bit as Amazon is clearly trying to expand on 4K support.

No difference in picture quality.
You will just be able to play 4K@60hz 10-bit content which would otherwise have given you green colors or won't have played.
8-bit videos will play exactly the same.
