I reinstall from Ubuntu 12.04 to Ubuntu MATE 16.04. First I install 16.1 kodi but in menu was 50% cpu. When I played video there was 97% cpu. Then I purge kodi and compile from source 15.2 now 40% cpu in menu and 60% in play video.

Ps. I don't own Intel Hardware so can't assist much

Where I can find proper Intel GFX driver for Ubuntu MATE 16.04?

Ask on the Ubuntu Mate forum - we are not the creators of this distribution. As they ship the intel driver by default I assume user error.
