I just bought a 4k TV and im looking to pick up a graphics card to upgrade my HTPC for 4k. I found this GTX recommended in a buyers guide and I was wondering if anyone else had any experience with it or any alternates.

I'm in a similar situation but mines used for gaming as well. EVGA Mini 1060 GTX is a good choice, small, can switch to passive cooling at idle/low load. I'm not sure if it offers any other benefit HTPC wise though apart from potentially being slightly cooler due to 16nm manufacturing process.
