Why acting "insane" without first posting /var/log/Xorg.0.log ? Is this duty optimism?
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

With the latest Milhouse build #0902 and GTX 1060, all I see is 8-bit output. It looks like if the display doesn't support 18Gbps input (2160p 50/59.94/60Hz), 2160p 50/59.94Hz nVIDIA output is YCbCr 4:2:0 and all the rest are RGB. If it supports 18Gbps, then all 2160p modes are 8-bit RGB. At least, this is what I am finding with my GTX 1060.

Cool, I just saw the new build and I noticed a line about an 8bpc patch being removed and wondered if that would help me - although Millhouse then says it will be back in tonight.

As far as I know, this new (cheapish) Samsung 65KU6400U is 4:2:0 only (then again, I've saw review translated from a French site that someone has 4:4:4 working, this was on the 55" model, although I see from the manual there is a Samsung thingy called "HDMI UHD Colour" available on HDMI 1 and I am using HDMI 2 at the moment, so maybe that is something for me to fiddle with) - of course my GTX 1080 outputted straight to HDMI on the TV displays all modes correctly - it's only when routed through the Sony amp then I can ONLY get 2160p 50/59.94/60Hz with the other modes being blanked.

Just gonna try it....

edit: nope, build #0902 made no difference to me - I changed HDMI from 2 to 1 as well - still no picture on 23.978/24p.

I'll get a log organised like I should have done in the first place...
