Just like Plex, where I can access media via the phone's browser and play it without an app, how can I do this with Kodi?

Googling this and it seems most people want a way to cast from phone to TV, or chromecast, etc. I just want to access a webpage, with all media listed, click on them and have them play on my phone, WITHOUT NEED FOR AN APP.

Seems a bit backwards - if you have your own content why not just browse to the local source on your phone? Do you have a file server?

Then you don't really want Kodi, because that's not what Kodi is designed to do. Kodi is the front-end/client for TV's. Kodi really isn't a server. It has some basic server functions, but that really isn't the focus of the program. What you want is Plex server or Emby server.
