In Kodi 17, I no longer see the option to enable debug logging in the GUI. I'm looking in Settings > System > Logging. No option for debug there. Did it move somewhere else?

Are you in expert mode? It's till in Settings -> System -> Logging -> enable debug

My apologies, I just downgraded back to 16, so I was looking at the wrong version of Kodi, but haven't you already enabled debug logging via ' enable component -specific logging' ?

Ah, I figured it out. I had loglevel=1 in advancedsettings.xml. Apparently that setting causes the GUI setting to be hidden.
