I have a 2tb external hard drive and before I purchase and download everything I was wondering if I can hook it up to a pi 3 and play movies I have on the hard drive on my tv?

Yes, making sure that there is enough power to run it. Either a big enough power supply for the HDD and the Pi, a HDD with it's own power supply or a powered USB hub.

Of course. Just get the steps right and ensure there's enough juice to power everything connected.
