Will it ever become possible via software decoding etc to play the full scope of HEVC content on the original Chromebox M004U?

if you're asking if HEVC software decoding will ever be "optimized" enough that a Celeron 2955U can handle 2160p60 HEVC Main-10, the answer is no. 720p HEVC is about the max it can handle.
