v17 Very, very slow loading of items to watch

I have used KODI on a Raspberry Pi a couple of years now.
Ever since upgrading to KODI 17 (actually I set it up fresh using the OSMC operating system), I have been annoyed by the extremely slow start of all Internet viewing.
Example:
When using the CBSN Add-on one gets a list of topics to view, these are clips of a few minutes to 10-15 min depending on the story. Most are short.
In previous KODI versions (like 16) the playback started within seconds of hitting the OK button.
Now it takes 25-30 seconds with a LOADING... message showing before anything starts playing! Sad

Imagine viewing clips that last a minute or so and continue on the next clip item what a 30 sec pause in between does to the experience!

Question:
Is there some setting I can adjust (like the size of buffering) to make things go quicker?
If so, where do I find it?

My home is on a 250 Mbit/s Internet fiber connection so even buffering a lot should not take upwards of half a minute!

What can I do (except going back to KODI 16)?

Mine is a Pi2 and I have raised a support thread over at the OSMC forum.
So far no solution, the person trying to help cannot reproduce the issue...

Using this CBSN stream (which plays normally in VLC on Windows, albeit after a 15 second delay):

it fails to play in the latest LibreELEC 9/Kodi 18a1 #0502 test build, and takes quite a while to fail:

The failure may not be related as it works for you, but the delay is the same (and not just on Kodi).

Maybe the following is relevant... presumably the CBSN add-on is setting an appropriate user-agent but this might be something that needs addressing with ffmpeg-3.3:

However that segment is playable in Kodi if played directly (and plays immediately, with no delay).
Texture Cache Maintenance Utility: Preload your texture cache for optimal UI performance. Remotely manage media libraries. Purge unused artwork to free up space. Find missing media. Configurable QA check to highlight metadata issues. Aid in diagnosis of library and cache related problems.

Sam, this thread was silent for a long time and I did not get an alert when Milhouse replied, so did not see it.
However, I am not a developer so I don't see how I can use his comment about ffmpeg.
And since the add-on itself has been withdrawn from the official repository, I guess there is not much one can do about it....
A pity though.
