Could be several things
1. Did you right click the kodi setup files click properties tick unlock file?
2. Did you run the installer with admin rights, meaning right click the setup file and click run as Administrator
3. Your Windows 10 permission are messed up after you installed the Windows 10 "Downfall" Update.
4. Could you right click start button ->Select<- Settings, then click ->System<- go to the bottom click ->About<- then write down your Windows Spec, just wan't to see if your on the latest update, and totally F.U.B.A.R

im not sure i follow you on #1 but i did do the install as admin
