Kodi 17.6 was tested and released by us with ffmpeg 3.1.x - 3.2 drops support for legacy API and does that in a buggy way. In short: if you get issues with an unsupported version of ffmpeg, then yes - what should I tell you?
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

 That is Ubuntu version. Yes of course. We have an own ppa for ubuntu - we don't support the Ubuntu own Kodi for debian packages obviously.

Hi, I've been seeing this on Fedora 27 and 28 since about the same timeframe.

I can also confirm that this is due to VAAPI on Haswell

What else can I do to help here? Is there a TRAC bug for this? My workaround thus far has been to just disable VAAPI, at the cost of a little more CPU.

I'm wondering if this has something to do with the recent version bump of libva, as I also found out that the upgrade to 2.1.0 broke steam decoding completely too.

Surprised I'm not finding more people with this issue, as I would imagine there'd be a sizable portion of haswells out there using VAAPI. Weird

It's quite  clear why you don't find them. Kodi 17.6 was released with ffmpeg 3.1, if distributions seem to know better and patch in ffmpeg 3.4 you get what you deserve. No need for a trac bug. Use kodi 17.6 as intended or upgrade to v18 beta which uses a newer ffmpeg version.
