I'm running Tvheadend on a Shield TV.  If I enable AC3 transcoding while watching US OTA live TV the audio can get out of sync.  Sometimes it is OK but once I skip it will get out of sync.  Stopping and starting sometimes fixes it.  
OTA recordings play AC3 OK as well as watching a show while it is recording. 
If the show is transmitting in 2 channel PCM then sync is OK. 
If I disable transcoding and watch in PCM then sync is OK.  
I do notice the volume is a lot lower in PCM.
