1.) Is this still in actual builds? I don't see the 4k resolution f.e. in the white list dialog.
2.) If i set in the config.txt the gpu-mem from 320 to 448 i get a black screen, if i set to 512 i get a kernel panic.

CMA is used for decoded hevc video buffers and normal arm memory for 3d textures.

So gpu_mem will never used for HEVC/x265 ? What about other codecs? 
No, HEVC and the KMS driver only use CMA memory.

And on RPi4 there are no other codecs beside H264 and H265 Smile

I want the use the new RPi4 builds, but I'm getting a strange issue.
I've installed the official 9.2.1 build and then i've upgraded directly to the latest #0430 build.
The upgrade went trough without any problem but then the RPi is stuck and the act led is blinking all the time.
Even after an hour the rpi is still stuck at the point "Reached target Kodi Mediacenter Interface".
The problem occurs with every other @Milhouse RPi4 build also.
