Hello,
I've changed my old full HD TV with a new 4k TV. All my content is 720p or 1080p, so I set the Windows resolution to 1920x1080@60Hz, Kodi resolution 1920x1080 and let the TV do the upscaling. I have "Adjust display refresh rate" on start/stop in kodi. When I play a movie the TV gets from my PC 3840x2160/24p and the image is not shown full screen. It looks like a 1080p scaled 100% on a 4k resolution. I hope you understand my English, but just in case here is a link where you can see the problem: https://youtu.be/fesrZ6trG4c

I am using Windows 10 64bit, on Asrock ITX J3160 with integrated Intel HD graphics, fresh Kodi 18.6 install.

LOG: "Video: h264 (High), yuv420p(progressive), 1280x720, SAR 1:1 DAR 16:9, 23.98 fps, 23.98 tbr" while playing the video bring up the OSD video settings and ensure you have 'Normal" in view mode, not original size.  In settings>player>videos>set sync and refresh "off", white list desired resolutions.

With set sync and refresh "off" I have no problems except I can not use the "Adjust display refresh rate"  . It was working flawless with my old 1080p TV.
I've set the "Whitelist" resolutions but the same problem occurs (the screen is even smaller than before with whitelist matched and TV shows 3840x2160/24p). Here is the log with the "Adjust display refresh rate" on start/stop and whitelist matched: https://paste.kodi.tv/aqusepejit.kodi

This stands out in the log "chosen scaling method 1 is not supported by renderer"

It was working flawless with my old 1080p TV.

If the video is sent over to the TV as-is then it would be the TV scaling to be used, and for some reason it is not triggering, suggest digging into the TV manual. In the meantime I'll snoop around looking for some solution.

Player:
Adjust display refresh rate On start / stop

System-Display:
Use full screen window off

That's all.
