i recently purchased epson hc3800 in which 4k videos are stunning buy 1080p videos are bit dull without sharpness
the projector will upscale(frame interpolation) only if it gets 1080p @24hz is there any way i can auto switch between resolutions 
that is between 4k and 1080p ?

Change your Kodi settings to expert and the use the video settings Whitelist to enable the resolutions you want Kodi to send to your projector.

Get a faster projector perhaps? TVs are designed to do fast res switching, I haven't encountered projectors doing fast res switching.
There is an delay option in Kodi regarding res switching ("Delay after switch of refresh rate"), I'm not sure if it will help or speed up things.
