Very similar problem using bicubic, only with much larger squares superimposed on the darkened video. Using an 8800 GT with latest drivers.

I use a HD4850 with Catalyst 8.9 and everything looks ok.

Odd. I also have the same problem. Let's compare full specs:
Device: Two HD 4850s in CrossFire
Driver: Catalyst 8.7
OS: Windows Vista Ultimate x64
Screen: Analog output (over DVI, to BNC-5 on my monitor) @ 1920x1200 60Hz (though I probably should set it to run at 120Hz)

screen: hdmi out to panasonic full hd plasma, tried on 24hz refresh rate

There is a known issue with the bicubic upscaler on many GPUs. It will be fixed by next release.
