I have a fresh copy of Retropie on my Raspberry Pi 4. along with Kodi also. i have set Kodi to boot first.
So, how do i get the new version of Kodi

You could try LibreELEC and use the retroplayer addon if you need to use your Pi for playing games.

Since i have Retropie in my Pi, and also Kodi that comes with retropie, the Kodi version is at 18.7. So, can u still be able to update kodi to the newest version, or since kodi is a add-on in retropie can u still update kodi or not

Like popcornmix said: Retropie is a distribution, that project is packaging kodi.  You can't expect the source of the software to provide distro-specific packages.
