Can we assume you have tested other ROMs and they don't have this problem? First step would be to make sure it is not a problem with that particular ROM.
Secondly, if it happens with all ROMs for this emulator you'd need to provide more information. A good start would be to tell us which emulator you are using or even better replicate the issue and provide a link to your Debug Log - provides all the required info.
It could be something to do with NES palette settings but it's been a while since I messed around with NES emulators.

This bug occurs on 10-bit displays. The problem was fixed in https://github.com/xbmc/xbmc/pull/23467 (v21 Alpha 3) and backported in https://github.com/xbmc/xbmc/pull/23489 (unreleased v20.3).
Because we're having technical difficulties with the v20.3 release, you can grab a v20 Nexus nightly from https://mirrors.kodi.tv/nightlies/ (you probably want https://mirrors.kodi.tv/nightlies/windows/win64/Nexus/ ). You can also grab my v20.2 test build from https://github.com/garbear/xbmc/releases which includes the fix.
If you're ready to move to v21, we just released our first beta, and it contains the bug fix.

You'll need to upgrade to v20 with my backported fix or the latest v21 pre-release.
