Just to share that the flatpak works in GBM, without X11 nor wayland installed, on ubuntu server 23.10.
Really impressed by how well it runs: kodi 21, hardware av1 decoding, apparently even hdr10 is also working (in a tiny intel N100 server). All the addons and my custom config worked as well when moved over to the flatpak data folder.
Massive thank-you to the kodi team for this!! Hugely better than the ppa.
It works loading from a systemd service and also launching from command line. Still wondering why it didn't work a few months ago when I first tested but, what gives.
