Team Kodi no longer has the resources to maintain two default skins so from v21 - Omega Estouchy has been decrepiated and will no longer be distributed as part of the Kodi install. If anyone from the community has interest in picking up development of Estouchy and getting it added to the addon repo, then last state of the Estouchy skin can be found at https://github.com/xbmc/skin.estouchy
