Question
Is it better to be on or off? what is the purpose? when this is enabled I do notice that my screen refresh rate goes to 24 but the screen flashes green when the movie starts..... just trying to find out if people use this.

It is how we enable 24p mode.

Thank you for that! Poofy do you have this enabled on yours? I can not really tell any difference on active or not. I guess I will try some other vids...

This is just one of the main features for 10.0 I think.
It will solve the judder-effect when you watch 24p movies on a 60Hz screen. 24 doesn't fit in 60 so some algorithms are used to make it fit and this will cause a non-smooth playback. You can see this best in panning camara movements.

It will make playback of most movies smoother. credit scrolls will look better and panning will no longer be jerky. But if your TV is doing weird things when you switch to 24p, the TV may not actually support that mode.
An alternative would be to turn on "Sync playback to display (Audio resample)". This will play the file back slightly slower or faster in order to match your actual TV.

I've been wondering how to get 24fps from xbmc and tried the 'Adjust display refresh..' option and sure enough the tv shows 1920x1080@24 Smile
However, I also notice when it plays a 24Hz film that the menus were slightly off the top of the screen. Setting this option makes my TV go into 16:9 mode instead of the Just Scan mode that is should be on. Any idea why it seems to change the output to the TV? I can go in and change it back to Just Scan but it's a bit of a pain.
