The geo-location feature of the Nexus 7 detects that you are outside your home and blocks you from streaming pirated content in public. This is done for your protection so that someone doesn't report you to the authorities and take your Nexus 7 away. Currently, Google doesn't care what you do in the privacy of your own home, so it allows you to access that content there. However, that too may change once Google's role as a content provider increases in terms of market share and percentage of overall company revenue, since they don't want to alienate the studios who provide them with their content.
